Things like CMI can't exist as Drupal 7 contrib modules because the require fundamental changes in how Drupal works. (Plus, we have one of those already, it's the features module). We did consider at length a "don't upgrade" movement to keep sites on Drupal 7, but that wasn't going to meet all of our goals. We can't get new features into core in Drupal 7, and we wouldn't be able to improve many of the pain-points people experience with Drupal 7 today. More generally speaking, we wouldn't be moving forward. We want to be able to still move forward, but in a different direction than Drupal 8. Basically, the exact definition of a fork.
