Of course Drupal 8 will have improved features over Drupal 7. We've been working on it for long enough! However, Backdrop will have most of the things you mention in your post too (Twig excluded). Backdrop already has CMI, it will have a responsive Bartik theme, it will have CKeditor in core. If you had to choose between a version of Drupal 7 that had all the features you love about Drupal 8, without the increased complexity, and new systems for you to learn, would you still choose Drupal 8 for SMB? How about when it comes to upgrading an existing Drupal 7 site?
